CyprusTHE TURKISH Cypriot side yesterday accused President Demetris Christofias of putting forward proposals he knew would be rejected in the north.
Kudret Ozersay, the Turkish Cypriot leadership’s Special Representative at UN-sponsored talks, said the proposals represented nothing new, and called on Greek Cypriot side “to take a more constructive and responsible attitude” towards the ongoing talks.
Christofias made the three-point proposal in a speech on July 15, including in it an offer for the return of the fenced off suburb of Varosha in exchange for allowing the north direct trade with the EU. Christofias was praised five days later by Greek Prime Minister George Papandreou, who said the Greek Cypriot side was now “one step ahead” in making positive moves in the talks.
Ozersay however insisted yesterday that Christofias’ “diplomatic sleight of hand” contained nothing more than a regurgitation of past proposals that he knew would be rejected by the Turkish Cypriot side.
“Exchanging Varosha for direct trade was under discussion three years ago. It’s not something new,” Ozersay told the Sunday Mail. He added that direct trade was an EU proposal, and not a Greek Cypriot concession, and therefore it did not justify a concession from the Turkish Cypriots.
Another of Christofias’ proposals called for an international conference dealing with international agreements and treaties relating to the island. Foremost among these is the Treaty of Guarantee, which allows Greece, Turkey and Britain to intervene militarily on the island. Ozersay said such a proposal had been made in March this year but had been rejected by the Turkish side because the proposal called for the Greek Cypriot side to effectively be represented twice, once as the Republic of Cyprus, and again as the Greek Cypriot community. The Turkish Cypriots, on the other hand, would be represented only once at the conference as the Turkish Cypriot community.
“If you propose things that you are aware the Turkish Cypriot side cannot accept, that means you are not serious and you are simply seeking a rejection,” Ozersay said.
Ozersay also criticised the third element of Christofias’ proposal, namely that the property issue be linked to the issues of territory and settlers from Turkey.
“The reason we are against this kind of linkage is because it ends up being a means by which the talks can be sabotaged,” Ozersay said. “[Resolving the] property issue is already complicated, so why insert other [negotiation] chapters into it?” he said, adding that the best way to deal with issues was on a one-by-one basis, and then trading off non-agreed subjects at the end of the process.
Ozersay said he had also been upset by the way Christofias had delivered his “proposal”, namely during a public speech to mark the anniversary of the Athens-inspired coup in July 1974 that triggered the Turkish invasion.
“If you are serious and want your ideas to be discussed, why don’t you propose them at the negotiating table? This is not a serious or appropriate way to make a proposal,” he said.
Despite his relative youth, the thirty-seven year-old Ozersay has served as advisor to both previous Turkish Cypriot leaders, Rauf Denktash and Mehmet Ali Talat. He insisted yesterday that his current boss Dervish Eroglu, despite his nationalist mantle, was committed to the UN framework for talks.
“Had I thought Eroglu was not serious or was not willing to abide by his commitments to the UN, I would not have accepted this position,” Ozersay said.
Commenting on differences between in the negotiation strategies of Eroglu and his moderate predecessor Talat, Ozersay said,” Eroglu asks for more competencies [powers] for the constituent states, but he knows that he cannot cross the line and challenge the single international legal personality of the [proposed] federal partnership. What he cannot accept is that the constituent states be treated, or have powers like, a municipality”. Ozersay added his belief that Eroglu was “a strong leader in the sense that if he is convinced by a text, I’m sure he can sell it to the people”.

Step 1. Don't forget the past, but don't let it impede the future. Both sides have things to be ashamed of and things to be proud of.
Step 2. Complete removale of all Turkish forces from Cyprus
Step 3. Return land to refugees forced from the North. If original land is now occupied by Turkish Cypriots, then a new piece of land equal in size or value should be given in its place and the Turkish Cypriots allowed to stay where they are.
Step 4. Structure a government where evryone is represented.
Step 5. By way of public election, elect representatives.
Step 6. Let it be known, all citizens of Cyprus are to be refered to as CYPRIOTS. Not Greek Cypriots or Turkish Cypriots, just Cypriots.
Step 7. Live together in peace.

Thats right, they get to vote on weather or not to separate. Last vote was 48% in favor and 52% against separation. So they didn't separate.

Hello everyone. I'm from Canada and just happen apon this storey and related "comments". So before adding my 2 cents i researched some of the history of the Cypriot Problem. By no means do i now claim to be an expert on the matter, however, Why did Turkey invade Cyprus? I have read they claim it was to protect the Turkish Cypriots from the fighting between Greece and Cyprus. Is this correct? If it is, shouldn't the Turkish forces have left by now? Why doesn't Turkey obey UN resolutions?
On a separte note, what is with the back and forth insults? I question anyones intelligence that finds this the correct forum for that kind of commenting. Everyone would be better off (Cypriots, Turks, Greeks, All of Mankind) by returning Cyprus to Cypriots. Stop with the Greek Cypriots and the Turkish Cypriots, instead lets refer to them all as Cypriots. We certainly don't refer to people here as Chinese Canadians and Arabic Canadians and Turkish Canadians. We are all Canadians. Might be somewhere to start.

I am a Greek Cypriot from the North now living in Limassol periodically working mainly in UK. I lived through the 50's, 60's and 70's but do get the impression that most comments on these pages on this kind of subject are posted by individuals who have no first hand knowledge of the times, are probably relying on information or misinformation passed down by relatives, friends and school indoctrination and are possibly remote in far away lands.
Everybody appears to hear what the other has to say but no one actually listens; preferring it seems to live in denial.
Both sides have made mistakes, that is undeniable, the constant thorn of property is two sided (we have family living in Turkish Cypriot property - with their blessing & permission, who actually visit every few years to socialise & reminisce).
Everybody has lost out but the only way it can be solved is for the people involved to get together, admit the past, recognise the wrongdoing on both sides and move forward.
I have eighty nine and a half skales in the North together with a House. I have rebuilt my life (I am one of the fortunates) but I do realise that there are no pockets in Shrouds. I am at the end of my life cycle & wanted to pass on in the knowledge that the Turkish Cypriot friends we used to play with as Children while our parents worked together, have grandchildren who can again play with my grandchildren.
Sadly it may be that the influence of others from around the Globe bearing either a Turkish or Greek flag, not a Cypriot flag, is too great and therefore the two sides must be parted.
If this comes to pass both sides will suffer beyond their wildest fears in years to come, the exact opposite of the wealth, prosperity and development that they expect would happen. Initially of course things will appear great & worthwhile then the rot will begin.
I am just glad I will probably not be here to see it but I do fear for our children's Children.

As for Alex Downer, he's a bit of a dissapointment as 'facilitator'-chiefly because he refuses to discern the victim Cyprus from the criminal Turkey. But truth to tell nobody could have done much better. The Turk side doesn't want a solution, they want partition. And you can't accomplish anything if one side won't cooperate.
When there is no punishment for commiting the crime the criminal has no incentive to give back the stolen property.
